The highlights tour is the way to go. There is so much to see, so it was nice to have the highlights and then as much time to wander as we wished. Definitely add the Harem as it was the best part of Topkapi. And skipping the ticket lines was worth the cost.

Later he went on to do the Harem tour with those who had booked it. Tour was useful and gave us a reasonable idea of the palace.
